Saptamana trecuta Alina Gorghiu a anuntat cu surle si trambite un nou proiect legislativ. Acesta se referea la penalizarea persoanelor bolnave care au refuzat anterior sa participe la programele de preventie. Penalizarea consta in obligarea pacientilor la plata unei parti din costul tratamentului. Tot acest “proiect” nu e altceva decat o gogorita. De ce?

In primul rand pentru ca nu este aplicabil, asa cum a mentionat chiar azi Alina Gorghiu cand a retras proiectul respectiv. Nu se poate aplica din motive foarte simple cum ar fi faptul ca nu ai cum sa recuperezi banii respectivi de la oameni care nu ii au. Si daca nu ai cum sa-i recuperezi atunci ce faci, le refuzi acestora tratamentul sau le dai doar un procent din acel tratament? Evident ca ambele situatii sunt aberante.

Apoi este ilegal. Eu sunt obligat sa platesc asigurarile de sanatate si cum nu exista nici unde specificat ca asigurarea imi plateste tratamentul doar daca am participat la programele de preventie este ilegal sa refuzi plata tratamentului.

Este si ilogic. Asigurarile de sanatate din Romania sunt asigurari sociale (la fel ca si cele pentru somaj si pensii). Fiind sociale, contributiile nu se bazeaza pe riscul persoanei care plateste asigurarea de a face o boala sau alta, ci depinde de nivelul venitului in asa fel incat cei care castiga mai mult sa fie solidari si sa contribuie mai mult decat cei care au venituri mai reduse. Daca vrem sa schimbam principiul solidaritatii sociale ce sta la baza acestor asigurari atunci va trebui sa ne bazam doar pe asigurarile private de sanatate si daca ne uitam peste ocean vom vedea si ce efecte poate avea o astfel de schimbare.

Dupa cum s-a demonstrat initierea unui astfel de proiect a fost o greseala politica. Nu faci asa ceva intr-un an electoral. Este evident ca majoritatea alegatorilor nu au venituri mari. Daca ii ameninti ca vor trebui sa plateasca mai mult pentru a beneficia de tratament medical este evident ca vei pierde voturile acestora.
